Job description: In Zambia, young women and girls face the ‘triple threat’ of HIV, early pregnancy and gender based violence (GBV). To address this, the GIZ project “Strengthening Girls Rights” works with the National HIV/AIDS/STI/TB Council (NAC) to strengthen effective, evidence-based responses by local authorities. The 10 Provincial and 117 Districts AIDS Coordination Advisors (PACAs and DACAs) play a crucial role this. However, to be more effective, DACAs need their superiors in the local authorities to understand and appreciate their role. They also need to be supported in strengthening coordination and collaboration (in particular between health and education) and become more familiar with evidence-based interventions – such as the Join-In-Circuit (J-IC) on AIDS, Love and Sexuality. On all these topics, PACAs and DACAs would benefit from opportunities to share experiences and learn from each other.
Your tasks:
- Support NAC, the PACA and selected DACAs in strengthening the commitment of local authorities for the prevention of HIV, teenage pregnancies and GBV
- Build the capacities of the PACA and DACAs to develop and coordinate plans for the sustainable roll-out of the J-IC in health care settings, community settings and schools
- Support the PACA in advising and mentoring the DACAs on multi-stakeholder coordination and -engagement
- Build the capacities of the PACA and DACAs on the use the NAC Web-Exchange Platform for DACAs and the NAC Management Information System and support them in sharing good practices and lessons learnt
- Advise PACA and DACA on (local) resource mobilisation, including through mainstreaming HIV and gender in the development plans, programmes and budgets of local authorities
- Provide technical support on strengthening an enabling environment for adolescent and young people’s sexual and reproductive health rights
- Contribute to GIZ programme management processes, including operational planning, results-based monitoring, knowledge management, reporting and stakeholder engagement
Qualification & Experience:
- Masters Degree in Public Health, Development Studies, Social Anthropology, Sociology or relevant social science
- Prior work-experience as a Development Advisor under the German “Entwicklungshelfergesetz” is a prerequisite; Experience of working and living in Southern Africa is a strong added advantage
- In-depth knowledge of and several years professional experience in the area of HIV; Professional experience in the public sector/governance sector is an added advantage
- Demonstrated skills in strengthening multi-stakeholder engagement, networking and coordination
- Excellent inter-cultural communication skills and strong partner-orientation
- Interested and able to undertake extensive field work
- Structured work style with a high degree of self-organisation and creativity
- Fluent in English; knowledge of German is an advantage
